Meet the Team

PAS has a network of more than 20 consultants throughout the USA and across the world.  Their goal is to provide your group, organization, business, government or government agency with the best possible aid and advice wherever you operate and lobby or plan on advocating your cause to government.

The principal consultant is Clive Thomas based in the United States.  His biography is set out below, as is general information on PAS associates.

PAS-Meet-the-Team3My consulting combines an expertise in interest group and lobby organization and tactics with consulting on lobby regulation. I have extensive experience in consulting in the United States, in Western and Eastern Europe, and in Latin America. 

The organizations I have consulted for around the world include the following. In he U.S.: the Western Office of the Council of State Governments, the Center for the New West, the Pacific Institute, the U.S. Forest Service (USFS) and the federal Fish and Wildlife Service (USFWS). In Europe: the Lithuanian Delegation to the European Union, the European Union Commission, and the Conference Board Europe. And in Latin America: the Anti-Corruption Office of the President of Brazil, the Getúlio Vargas Foundation and the University of São Paulo.

I have consulted for law firms as an expert on various aspects of politics and government.  And I have written extensively on interest groups and lobbying in the United States, Europe (including the European Union), Asia (Japan and China), and Latin America.  In addition, I have and continue to provide extensive commentary on politics and government for newspapers, radio and TV. 

In my work as a teacher, a consultant, and in dealing with the media, I have acquired expertise in specialized types of oral and written communications, and in managing volunteers and internship programs.

My specialized political consulting began in the mid-1970s when I taught in Kansas and Iowa.  Originally from England, where I received my Ph.D from the London School of Economics, I have lived in the United States since 1976. I currently divide my time between Alaska, Oregon and Brazil.   I taught at the University of Alaska for over 30 years.  Currently, I am a Senior Fellow at the Foley Institute of Public Policy and Public Service at Washington State University (WSU), and a Visiting Scholar at the University of São Paulo in Brazil.
